The body is one solid cobalt color, not a chip-flecked mix, so you build a smooth blue blank first and add the spots on top, either as thin pink and yellow applique you press on before baking or as acrylic paint after curing. This is Method B: sculpt a solid cobalt-blue body, then add the pink and yellow spots as raised relief, either thin clay applique pressed on before the bake or acrylic paint brushed on after cure. The spots have soft brush-like edges and sit on top of an even blue surface, so there are no embedded terrazzo chips anywhere in this build.
Condition the Sculpey Premo Cobalt Blue until it is smooth and pliable. For a body taller than about 1/2 inch (13 mm), build over a core so the solid mass does not crack or puff in the oven: crush heavyweight aluminum foil hard and dense into a pear shape (loose fluffy foil traps air that expands and cracks the shell), or for a larger cat bake a Super Sculpey UltraLight core first and let it cool completely before you cover it, since it expands as it cures and would crack a raw layer over it.
Press an even cobalt shell of about 1/4 inch (6 mm) over the core, laying the clay from the high center point outward and pushing any trapped air to an open edge so no bubble is sealed in. Shape the plump loaf body, pinch two small pointed ears at the top, and press the base flat on your work surface so the cat stands square and stable. If you need more mass, add a second full 1/4 inch layer rather than one thick dump.
Pierce and smooth any air bubble you find, then decide your spot method. For applique on the raw blue body: roll the Premo Hot Pink and Cadmium Yellow thin (about 1 mm), cut the big irregular blob shapes you see in the photo, and press them on with fresh-clay tack plus a light burnish. Blend only the foot of each spot into the blue so the raised face stays clean and the edges keep their soft brush-like read.
Set the cat on a white ceramic tile, tent it with foil or an inverted pan kept clear of the clay, and nest the ears in polyester fiberfill so they hold their pose. Verify the oven with a thermometer and bake to the Sculpey Premo schedule, timing to the thickest cross-section (the core makes the wall thinner than the silhouette looks). Let it cool fully on the tile.
If you are adding the spots after this first bake instead of before, treat the cured blue as a baked surface: scuff each spot zone with a stiff brush, brush a thin film of Sculpey Bake & Bond (the adhesive, not a liquid clay), press the raw pink and yellow shapes on, and re-bake. Raw clay has no tack on cured cobalt, so the Bake & Bond film and re-bake are what make the applique hold.
Paint the face with a fine liner brush: two yellow dot eyes, a small nose, a yellow inner triangle in each ear, and three white whiskers on each cheek. If you prefer all-paint spots over a plain blue blank, brush the pink and yellow blobs on now too, building soft edges in thin coats.
Once the paint is dry, test Varathane water-based satin on a piece of baked Premo scrap first, then brush thin coats over the cat if you want one unified soft sheen; solvent or aerosol coats can stay tacky over cured clay. Clean any handling marks off the cured surface with 99% isopropyl alcohol, not water, since water can leave baked clay brittle.
